This week it was revealed that Obama appointee Chief Counsel of the IRS, William Wilkins played a key role in implementing policies of targeting conservative groups and holding applications until after the election cycle. Multiple witnesses called before the House Ways and Means Committee pointed the finger of blame to the chief counsel and his overreaching scrutiny of Tea Party and other groups that did not meet liberal theological standards.
Peggy Noonan of The Wall Street Journal called the implication of Wilkins inthe scandal a "bombshell." Noonan wrote , "Still, what landed was a bombshell. And Democrats know it. Which is why they are so desperate to make the investigation go away. They know, as Republicans do, that the chief counsel of the IRS is one of only two Obama political appointees in the entire agency."
According to his biographies, Wilkins is a liberal Democrat who has served on the fringes of politics for years.
William J. Wilkins of Washington, DC was a partner and registered lobbyist in the Tax Practice Group of Wilmer Cutler Pickering Hale and Dorr LLP (also known as WilmerHale) since 1988.
Wilkins led the defense team of former Obama pastor Jeremiah Wright and the United Church of Christ in Chicago back in 2008 after the church was investigated by the IRS for violating of its 501(c)(3) tax-exempt status. The Wall Street Journal reported that Wilkins apparently did the legal work for Wright and UCC pro bono.
Prior to joining WilmerHale, Wilkins was Staff Director and Chief Counsel of the United States Senate Committee on Finance. Wilkins joined the Democratic staff of the Committee in 1981 and served as tax counsel before becoming Staff Director and Chief Counsel in 1987.
Wilkins was an associate with King & Spalding in Atlanta, GA. Wilkins is Chair of the Section of Taxation of the American Bar Association (the largest association of tax lawyers in the U.S.).
He also served on the governing boards of the American College of Tax Counsel and the American Tax Policy Institute. Wilkins graduated from Yale University and Harvard Law School.
Wilkins donated heavily to Democratic candidates and committees since 1988 when he became a tax lobbyist.
